It's called Enhanced Wasteland. An apocalypse had never looked so good. The purpose of this mod is to make the game's wasteland look much more lively, with an aspect that seems less worn out. In fact, certain settings seem to give the game a higher image quality. To be able to make the most of this mod, you have to download these files, install them in the game's folder and run Fallout 4 as usual.
